Regrowth of Civilization
In the beginning, players joined a world where everything was fine. A perfectly normal Minecraft server- that was until a bug in the system forced the Overworld and all of the other worlds to collide and create the Island Realm, with the event being called The Great Merge. Curiosity made the players explore and spread out, leading them to regrow. Civilizations formed and spread out, bringing more players together but at the same time, separating them. As time passed, civilizations grew more and more; fields of grass became farms, caves were explored, towns became cities, and currency quickly came to be.
Alliances were soon made after civilizations seemed to be steady, making players advance even more. However, not everybody wanted an alliance, and not everybody wanted civilization to grow. In fear of it being too good to be true, some civilizations spread out further than most, trying to stay away. Players advanced more and more and spread out more; some searched for ores and wealth, others searched for land, others wanted peace, but a select few wanted something more.
Players are human after all, and have feelings and desires needing to be tended to. If there is no sin in humanity, humans simply don't exist. One particular civilization rose with a stricter policy but promising benefits. It was also the first to have its own "request to enter" rule. That specific civilization never requested, nor was it invited to any alliance. All of the civilizations weren't scared of it, but they weren't exactly leaving it alone without keeping an eye on it.
Still, in the end, the players were pleased, with civilizations growing faster and alliances forming. The Realm seemed to be at peace for now, at least.
